This Council Gathering occurs at an auspicious time in autumn, helping to usher in the annual Festival of Lights known as Diwali or Tihar (November 12-16).
Diwali is celebrated with garlands of lights, exchange of gifts, fireworks, and elaborate feasts to welcome Lakshmi, the goddess of light and wealth.
